I think the way Twillin expresses himself is mainly his quirky individual style rather than a dialect. I'm in north-west England and I sometimes hear people saying "me" rather than "my", but I don't hear or see "me" instead of "I" when "I" would be correct. However, we can understand Twillin and we can also enjoy his stories - I certainly do! :)
