It does seem like the "we believe you" statement will allow a lot of people to make accusations that may not be true, but being able to convict or punish someone due to an accusation only, and no evidence, doesn't usually happen. My guess is that "we believe you" is more about making sure its a safe place for actual victims to report what happened, not a place to prosecute people based on one person's accusation.
The frustrating part of this is the media, at least to me. They look for every chance to exploit perceived harassment, to amplify and exaggerate events to sell papers. They blow things way out of proportion to rile up people in order to sell their product. As such, harassment and rape and similar issues are hot right now. I don't mean to say that actual victims don't exist, merely that its an issue the media can exploit.
There are many public cases of people being "cancelled" by accusations that were never proven, which is totally wrong as you say, but I think those are more the exception than the norm. An accusation doesn't mean you have evidence to back it up in court.
